The Montgomery County Council on Tuesday unanimously approved an ambitious plan to transform a huge chunk of Rockville Pike near White Flint into a vibrant, grand boulevard lined with small villages where residents can live, shop, walk and play.The plan relies on a belief by public officials that at least half of the estimated 50,000 people who eventually would work and possibly live in the area are willing to give up on cars for most of their travels.
